Chilean miners rescue

I have been following this news a little bit, perhaps because it is always on the news in the past 10 weeks. I felt very touching they are finally rescued. After the mine collapsed, they lost contact with the surface for 17 days, with excellent organisation, they shared very little foods among them, and during the rescue while the shaft being drilled, they took shift in clearing the passage. These simply can not be done without fantastic team work, discipline and hope, of both the miners and the rescuers. Congratulation!! Nevertheless, looking at why has it happened in the first place, mine collapse seems to happen every now and then. Shouldn’t safety be put at a higher priority? I am not sure how much money is spent on rescuing, isn’t “quality is free”?
