NHS pay smoker to quit smoking

Cigarette is proved to be harmful scientifically. The reason why it is not classified as a illegal drug is because, sadly, the government generate a lot of tax from it and it helps reducing life expectancy of people and therefore reduce stress for pension fund. However on another hand now NHS is paying smoker to quit smoking, I could only see this as a contradicting policy. The only way these two policies agree is if the NHS ‘know’ the smokers would simply use this money to buy more cigarette, how clever?
